PROJECT DESCRIPTION:
WRM completed a Cost of Service and Rate Design Study for the City of Richmond, Texas. The project team will evaluate appropriate rates for the City’s water and wastewater services. Specific issues to be addressed during the analysis, include wholesale rate design for the City’s three wholesale customers. WRM will determine the cost-of-service rates that should be charged to each of these customers. Additionally, the project team will work with the City in preparing a long-term financial plan designed to allow the City to meet its future goals
