WATER, REUSE WATER AND WASTEWATER COST OF SERVICE AND RATE DESIGN STUDY

PROJECT DESCRIPTION:

WRM conducted a Cost of Service and Rate Design Study for the Travis County Water Control and Improvement District #17. The project team evaluated appropriate rates for the District’s water, wastewater and reuse water services. Specific issues addressed during the analysis, include creating a fair and equitable rate structure given the District’s discontinuous operations. During the five-year planning period, the District’s service area is anticipated to grow substantially. In an attempt to prepare for this growth, the project team assisted the District in the entire financial planning process, from budgeting for capital projects to new O&M expenditures due to process changes.
